I generated and submitted the HTML file for you. I did not have a problem. 
What you did sounds correct to me. Not sure why it would not let you ckin.

I completed the edits and checked in the xml file. 
I don't seem to be able to check it the html. 

I've refreshed but when I try, it says to "refresh". 
any suggestions?
