Philippe and I looked into broken build. We rolled back ws-policy-guidelines.xml document to the previous version (1.34) to fix broken build. Version 1.35 ws-policy-guidelines.xml triggers a Java Exception from the XML Parser (via Ant).

Philippe will follow up with Felix to investigate what is going on with version 1.35.
