I think you need to set the character encoding to UTF-8 in your browser.

I don't see an issue in my browser.

P.S. Unfortunately, the diffs do not highlight the changes to the
Acknowledgements section, 

       as the acknowledgements come from different files than the base XML
files for the specifications.
