Henry, You raised an issue against the "Assigning Media Types to Binary Data in XML" Last Call WD [1] in your email at [2] (comment 2b). This was accepted by the WSD WG [3] as issue 274 [4]. The WG made changes to the document so that the document talks about content-type string rather than IANA media type token (since the attributes defined in the document allow parameters in addition to IANA media type tokens). The document now has a reference to RFC 2045. These changes are reflected in the latest editors draft at [5]. I hope this addresses the issue that you raised, to your satisfaction.
