Proposed resolution for Issue 206

In reviewing the issues document, we observed that the issues 200 [1] 
and 206 [2] appear to be very similar. Unless there is additional 
clarification by the wg, the editors of the media types note propose 
that Issue 206 be closed as it appears to be a duplicate issue.  Both 
issues are about clarification to the rules that describe where the 
annotations are allowed to appear in the schema (type or EII or both).
