updated report

Hi ATFers:
Per the discussion Sanjiva led during the Raleigh F2F, we have updated the
report. Essentially the entire binding section has been removed in favor of
a much more simplified approach:

Lets plan on reviewing the modified proposal during the telecon on Monday.
