Component Designators - what's the unique identifier?

Section C.2 of the latest editors draft says:

"Columns two through five specify the identifiers that uniquely identify
the component. Identifiers are typically formed from the {name}
property, although in several cases references to other components are
used."

It is not immediately clear which property uniquely identifies the
component, namely, is the {message label} a unique identifier for a
message reference component?  It's not called out as such in the
description of that property, so it would be much clearer if we just
said "it's the {name} property of component v,w,x, the {message label}
property of component y, and the {blah} property of component z."  Also
might be best to say "uniquely identify the component within it's
context."
