Second cut of the primer

Apologies for those that want this in XML but for the moment progress 
is more important than style or form.

I enclose a pdf of the primer as it stand today (Sunday). This includes 
a complete example of WS-CDL and I have
enclosed the XML file for this too.

I am happy to take comments from the WG at the next call if time 
permits.
