Kevin,
     we've just released an eclipse plugin that provides wizard and  
editing support for WS-CDL descriptions.  It also provides  
visualisation and simulation of some simple CDL descriptions.

Its still in beta, but you can find it at sourceforge - http://wscdl- 
eclipse.sourceforge.net/
