Simple suggestions for issues, issues proposals format

I would like to make the following suggestions:

1) If there are no diagrams/figures I think that it is much easier to circulate text instead of .pdfs
2) We should prefix the Subject with: Issue issueNumber - text

The text could be: Proposal for discussion, etc.
