Tony's comments on CDL up to section 2.4.2

Dear Colleagues,
 
As promised please find attached my comments on the CDL specification up to
section 2.4.2, as the presently strike me.  To try to get over the various
hurdles I have zipped the Word document and then changed the extension to
.zzz   Hopefully the Word format will make the editors job a bit easier (you
see I do have sympathy with them especially now I is one!).
