Yin-Leng,

Regarding Issue 1027 [1].

As a result of this issue, the working group agreed not to change the
spec. However it did agree
to add clarification in the primer (currently being written). This
decision was made at its 
28 Feb/1 March 2005 meeting [2].

Please let the Working Group know if this resolution   
[1] is acceptable or not as soon as possible.
