Regarding Issue 1007 [1].

As a result of this issue, the working group agreed to clarify the spec.

This was agreedat its meeting on 28 Feb/1 March 2005 [2]

Please let the Working Group know if this resolution   
[1] is acceptable or not as soon as possible.
