Tony,

Regarding issue 996 [1]

As a result of this issue, the working group agreed to change wording in
the spec. The new wording can be found in the issue log [1], and was
agreed by the workging group 
at its meeting on 22 April 2005 [2]

Please let the Working Group know if this resolution   
[1] is acceptable or not as soon as possible.
