Need for new Rec or TR on attaching policy to EPR

There is a need for a specification of how to attach policy on endpoint 
subject level to
an EPR.

At this point, the fastest way forward might me a small W3C spec devoted 
to that subject
produced by the WS-Addressing WG.

I would like to add this to the discussion on the WS-addressing call.
