Question from WSN: wsa: namespace URI

Since WSN uses EPRs in its messages, its schema needs to reference the
WSA schema.  We wanted to know under what circumstances is the WSA
namespace URI liable to change.  In particular, will it change
automatically when we go to PR, or only if there are changes arising
from implementation experience?
