Issue 6 proposal rework

I took an action to rework my proposal for issue 6. I propose to:
(i) make the presence of the wsa:To header optional
(ii) specify that the value of the [destination] message addressing 
property for a SOAP message that uses WS-Addressing and omits the 
wsa:To header is "http://www.w3.org/@@@@/@@/addressing/role/anonymous".
