First cut of separated spec available

All,

The initial split of the ws-addressing spec into three parts (core, 
soap and wsdl) is now complete and the results are linked from the WG 
home page.

The contents of each section have been kept intact and just assigned to 
one of the three documents. The only other edits are:

- Modified abstracts for each part to reflect the new document content
- Changed the namespace to a W3C one

I expect that some finer grained dissection will be required, but 
wanted to share the initial results early.
