Dear Todd,

Thank you for your comments and for your engagement in clarifying the
issue for the Working Group.

We have considered your comment and agree that there exist challenges,
however the Working Group feels that there is no action it can take at
this time.

I sincerely hope that you find this resolution acceptable.
