LC 30 (Formal definition of wsa:isReferenceParameter) is resolved

Jonathan,

You have raised a last call issue [1] for WS-Addressing SOAP Binding
specification[2]. The working group has discussed the issue at the f2f
meeting [3] when you were also present. 

The wg has accepted your proposal with one change: The text you proposed
will be integrated to the SOAP Binding document instead of the Core
specification.

We hope that this resolution meets your expectatations.
