Rough draft of rational for using xml shema 1.0 data types

Here is a first cut at a rationale:

"This specification uses xml schema 1.0 data types to specify the 
contents of its soap headers.  This was deemed necessary to define the 
contents with sufficient precision to foster interoperability.  Future 
versions of this specification may be revised to incorporate schema 
definitions compatible with xml 1.1."
