In SOAP Binding, Candidate Recommendation, section 5.4.1.6 [1], 
[Details] should contain <wsa:ProblemAction> instead of 
<wsa:ProblemHeader> or <wsa:ProblemHeaderQName> since that is more 
relevant information regarding the fault.
