Jonathan, during its 04/19/2005 meeting, the WS-Addressing WG agreed
to adopt the changes you propose above to close this issue, identified
as LC29 <http://www.w3.org/2002/ws/addr/lc-issues/#lc29>.

Please let us know if this is not a satisfactory resolution.
