Section 3.3 bullet 2 defines the addition of wsa:IsReferenceParameter to
a reference parameter header.  It does not state what to do in the
(abusive?) case that there already is such an attribute.

We suggest adding the following sentence to bullet 2:

  'This attribute replaces the ws:IsReferenceParameter attribute if
  already present on the reference parameter.'
