It helps understanding the IETF terminology. RFC2068 is a Proposed 
Standard, RFC 2616 is a Draft Standard -- the next step would be (Full) 
Standard.

If you have more IETF-specific questions I recommend dumping them on the 
HTMLWG's IRC channel (which I'm usually connected to).
