isnt it this similar to CSS img {clip:rect(<top>, <right>, <bottom>, <left>);}
ie, clipping for time range

Just want to share a site already implemented video fragments

to play video move mouse over the image, find a slide you wish to start,
then click to select that as starting frame.
you will goto a page where there is video the one at left,
click the play button on the control provided.

the bar at bottom shows the time scale

two images at right show start and end for looping a segment.
