As with any new feature, the best place to start is to work out what 
the underlying problem is (for authors or users). For example, with 
<progress>, the problem was that there was no progress bar control, and 
that authors were therefore faking progress bar controls with <div>s and 
<img>s, which was making the user experience inconsistent with the native 
UI, as well as making it hard for non-visual users to determine what was 
going on.
