In general, yes. There are some exceptions (contentEditable and drag and 
drop are in IE6 and Safari 2; <canvas> is in Firefox 1.5 and Safari 2, 
etc). In general the in-progress builds support slightly more (e.g. the 
storage APIs in recent Mozilla builds, I believe).
