Depends on what your objective is.  Objectives are not always singular.

Who is?   And at the risk of sounding snarky, can you point me to a
reference where is it codified that they are not (at least partially) in the
business of standards?

P.S. Ian works for Google and he sure seems pretty adamant about
standards...
