You said yourself that any element other than a few known ones closes the HEAD
element and implies a BODY element start tag.

So the DOM result for something like |<title>foo</title><section>...| would
always be:

HTML
  - HEAD
  - - TITLE
  - BODY
  - - SECTION

... imho.
