[whatwg] [wf2] form content/DOM attribute

Can it be more explicitly said that the "form" content attribute does not have a
DOM attribute equivalent. And therefore can only be changed using attribute
methods defined in the DOM. (This seems not to be really consistent with all
the other attributes which are available through a DOM attribute...)
