# UAs may display the time in whatever time zone is appropriate for the user, # but should be clear to the user that the time is globally defined, not # time-zone dependent. The submitted date and time must be in the UTC timezone. I think offering a way of selecting the timezone for the field's display as part of the datetime widget would not only convey this, but also be helpful for trans-time-zone planning.
