This PR addresses the following action item from the Berlin F2F:

> ACTION: Mark Foltz to document which parts of the specs apply to which conformance class from an API perspective

This links API conformance classes to OSP capabilities, which in turn are linked to specific sets of messages.  Looking at this again, I plan to move the text around conformance into a different section before merging.

It also fixes some BS errors from previous PRs.
