Hi, in Safari Tech Preview 12.1, once the first getUserMedia call
succeed a "devicechange" event is fired in navigator.mediaDevices.

This does not happen in Chrome/Firefox. Well, it's tru that after the
first getUserMedia, the devices have "changed" in the sense that now
we know their labels, but should "devicechange" be fired for that?
