Call for Consensus (CfC) to transition “Audio Output Devices API” to Candidate Recommendation” - respond by 20 Sept 2017

The Audio Output Device APIs specification, jointly developed by the 
WebRTC and Device and Sensors Working Group, has been mostly stable 
since December 2016:

There is one open issue left on the repository:

We expect it to be addressed in a future iteration of the specification.

That API has been shipping in Chrome since its version 49:

It is marked as high priority in the Edge feature tracker:

As a result, we think it is time to transition the spec to Candidate 
Recommendation. In accordance with the W3C process requirement to record 
the group's decision to request advancement [1], this is a Call for 
Consensus (CfC) to request transition to CR for the following document: 
https://w3c.github.io/mediacapture-output/

Positive responses are encouraged, but if there are no objections by 20 
Sept 2017 we will move forward with the transition request.
