Summary of decisions at March 1st WebRTC VI

Minutes, slides, recordings are all linked from [1].

Below is what we recorded as decisions (all for the webrtc-pc document). 
Please let us know what we missed or got wrong.

- 116/PR 1030: Sender/Receiver getStats:
Fix the selection algorithm so it is correct regarding SSRC, and then 
merge that part (keeping just track as selector). (New feature requests 
can be raised for .getStats() on different objects.)

- Issue 714/PR 1033: Hybrid OAUTH solution
The PR was liked, but there are problems with truncation of keys vs 
SHA-1 of the 256-bit key and hash agility.
Taylor and Justin will come up with a solution to key agility and 
truncation spec in IETF space. Taylor will modify PR to ref “TBD 
truncation & hash agility”, and it can then be merged.

- Issue 795/PR1038: RTCDataChannel ID before DTLS role assigned.
Ready to merge.

- Issue 305/PR 1023: Video rescaling to SDP requirements: Will be merged.

- Issue 1024/PR 1025: Codecs[] reorder/remove: Will be merged.

- Issue 1022: sdpFmtpLine as dictionary? Decided to not do this (i.e. 
make a dictionary). However, decided to add text clarifying what 
sdpFmtpLine represents (according to what is outlined in slide 20). 
Note: already done in form of PR #1045 (merged)

- Issue 845: “throw a FooError” not consistent: agreed we should be 
consistent, Taylor to draft a PR (note, this was done, PR #1056, which 
has been merged)

- Issue 1021: Ptime control: precise ptime control decided to be beyond 
1.0 (i.e. "later"). What can be considered is a "hint" to the UA, 
Randell will draft a PR proposing this.
