Approval of WEBRTC's getusermedia specification

In an effort to speed up the W3C process, the Director has announced
that the getusermedia specification has been approved for publication as
a W3C Recommendation.

The Director feels that no further work is necessary, and that the
remaining notes in the specification just will add to the flavor of
living W3C standards.

Expect to see the document on the W3C standards register shortly.
