[ACTION-16] Update on identity frameworks

In order to get the tracker updated, and to keep the list up to date:

EKR has published draft-rescorla-rtcweb-generic-idp-00.txt showing the 
protocol linkages needed.
I think the WEBRTC group should wait until after the RTCWEB meeting in 
Paris before we start discussing how to tie an API into this function.
