[mediacapture-main] Mark resizeMode, sampleRate, sampleSize, latency as features at risk (#958)

Looking at the recently updated [implementation report](https://w3c.github.io/webrtc-interop-reports/getusermedia.html) based on Web Platform Tests, the [following constraints have only one implementation](https://wpt.fyi/results/mediacapture-streams/MediaDevices-getSupportedConstraints.https.html?run_id=5086361504186368&run_id=5192204329418752&run_id=5115116243124224&run_id=5189935647162368) (in Chromium): 
* resizeMode (([FF #1433480](https://bugzilla.mozilla.org/show_bug.cgi?id=1433480)
* sampleRate ([FF #1388586](https://bugzilla.mozilla.org/show_bug.cgi?id=1388586)
* sampleSize
* latency

The feedback I've gotten from potential implementors don't seem to indicate implementing these would be high-priority. As a result, I would suggest making them at risk.

Presumably, if/when the spec goes to Rec, we could keep them as "candidate additions" so that they can get easily integrated once other implementations surface.
