Hmm, [degradationPreference](https://w3c.github.io/webrtc-pc/#dom-rtcrtpsendparameters-degradationpreference) is not even listed as a "feature at risk" in the spec. So it looks like it escaped being discussed. I see I did add (invent) and "At risk" label a while back and tagged https://github.com/w3c/webrtc-pc/issues/2248 with it, so we did discuss it on github, just not at TPAC it would seem. Regardless, it lacks implementation, so it's at risk I think.
