My question here is mostly an API one: when simulcast is used, say with two layers, I suppose `remoteId` of both `"outbound-rtp"` entries could point to the same `"remote-inbound-rtp"` stat. But in that `"remote-outbound-rtp"`, where does the `localId` backpointer point?
