I discussed that with @jan-ivar: For data channels, priority depends on RFC 8260 (ndata) and that alone. An implementation of it should be trivial once we have ndata support in the stack. It's already signalled via DCEP. I don't believe keeping it as a no-op is an issue until there is ndata support.
