Talk sub-domain and chat page.

The talk sub-domain no longer has a reason to stick around. The only thing
hosted there is the defunct chat page. I think we should simply turn off
the talk subdomain and move the chat page (with improvements [1]) to the
primary www domain. This will reduce the sub-domains that need to be
maintained and simplify management.

Any issues going down this road?
