I implemented {{Page_Title}}
(http://docs.webplatform.org/wiki/Template:Page_Title) and successfully tested
it by including it on Guide page types. I'm going to extend it to all other
page types now.

We need to:
* Suppress the built-in h1's when {{Page_Title}} is used on the page.
* Make sure the styling currently aimed at built-in h1's applies to these new
h1's, which are within the page content.
