Re: [w3c/payment-request] Richer negotiation re: address redaction? (#842)

In the US, some merchants, particularly ones that are not shipping a physical product, request (only) a "credit card billing ZIP code", which appears to be used as part of the card acceptance validation.  I'm imagining that it would be convenient - and lead to less transaction abandonment - if the merchant could ask for only the info needed (e.g. just the post code) and not anything else.

I also imagine that different regions have quite different patterns of practices like this, hence the suggestion for a more generalized negotiation mechanism.
