Sounds like a good plan! https://crbug.com/915907 tracks Blink's implementation of `hasEnrolledInstrument`. I just landed the last CL today, so it'll be available in tomorrow's canary build behind the `--enable-features=PaymentRequestHasEnrolledInstrument` flag.
