Yes, we could point to regulations such as those set the Robinson–Patman Act of 1936 (Title 15 U.S.C. § 13): https://www.law.cornell.edu/uscode/text/15/13 or in the EU, Articles 101 to 102 of the Treaty on the Functioning of the European Union (TFEU): https://en.wikipedia.org/wiki/Article_101_of_the_Treaty_on_the_Functioning_of_the_European_Union https://en.wikipedia.org/wiki/Article_102_of_the_Treaty_on_the_Functioning_of_the_European_Union ... again, non-normative text and just enough of it to give a heads-up to developers that may not be aware of the landscape.
