[w3c/payment-request] Move to an incremental feature release model (#625)

With the monolithic "1.0" out of the way, we could consider now moving to an incremental spec maintenance and enhancement model based on [semantic versioning](http://semver.org). 

Such a model would allow us to do incremental releases and bug fixes without the pressure of having to do a big "2.0" release. It would allow us to fix bugs quickly, and only rapidly release features that have consensus, are fully tested, and (hopefully) implemented.
