Rejecting a payment after user has approved the transaction is bad UX. If a merchant does not trust 50% of merchants using https://some-payment-method.com, then the merchant should not be using that payment method, IMHO. That allows the browser to pre filter out unacceptable choices before the user sees the browser selection UI.
