Re: [w3c/browser-payment-api] Use first matching PaymentDetailsModifier (closes #309) (#541)

Can someone sanity check what is going on in the spec with regards to modifiers? My reading is that that matching on `.data` is not specified. 

We need #536 and a matching algorithm somwhere. Or we need to define how matching is done in Basic Card... otherwise, we can't really express what the example shows (i.e., one can't say "if you pay with an "Amex" credit card, you need to pay 3% extra"). 

Right now, you can only say, "if you use basic-card, you have to pay extra" - which is unhelpful.
